SD election procedures that must be addressed by November to ensure we have an HONEST election.
These are some pretty unbelieveable facts, but are backed up by publications like Wired magazine, the North County Times, KPBS, Citybeat, etc.

Dear Deborah Bowen,

I am writing on behalf of many concerned and disgruntled San Diegans regarding San Diegos flawed and VERY vulnerable election process. Id like to thank you for your sincere and concerted effort to tighten election recount rules in California.

The recount rules are a start, but San Diego has a long way to go to assure election integrity. We are URGING you to step in and address the issues we are having with the registrar of voters, Deborah Seiler, on this matter to ensure we have a very honest and accurate election in November.

We respectfully request that you decertify the Diebold (currently Premier Accuvote) scanner being used to scan and tally votes and that you implement a comprehensive exit polling system that will help verify vote accuracy. The same scanner used in San Diego elections is featured in the HBO documentary “Hacking Democracy”. The documentary reveals that it is just as easy to hack this scanning and tallying machine as it is to hack the Diebold touchscreens that were recently decertified. We MUST return to paper ballot counting. All machines using proprietary software are vulnerable to fraud. A recent expert, Stephen Spoonamore has more than 20 years experience in most aspects of High Technology facility construction, retrofits, upgrades and equipping. Experience in real-time, extreme high volume, encrypted and networked communications systems for Banks, TV, Telco, EMS, Military and other uses. Spoonamore's specialties include Media/Communications systems, Digital Identity and Authentication Systems, Digital Imagery Systems, Sensor Nets, Intrusion Detection Systems, Electronic Countermeasures, Industrial Minerals, Credit Card Processing, Bank IT Systems, EMS-com - Emergency Management Systems Communications.

He is stating uncontrovertibly that ALL electronic machines can be hacked.

I would like to go over several major red flags and try and show you a timeline of events that have occurred that should alarm you as well as every voter.

NOVEMBER 2006
NOVEMBER ELECTION, NOT ENOUGH PAPER BALLOTS

In November of 2006, the Registrar did not order enough paper ballots and sent photocopies making us trust registrar employees to copy our votes onto real ballots.
“Unusually high demand and a printing order that wasn't filled fast enough caused the San Diego County Registrar of Voters to run short of absentee ballots this week. About 5,000 photocopies were mailed out instead, said Registrar of Voters Mikel Haas.
But there's nothing to fear, Haas said. “Their votes will be counted.”
When those ballots are returned, registrar's employees will copy voters' choices by hand onto regular card stock ballots that can be run through the optical scanners that count the votes. “

Seiler said she saw no problems with the county hiring Vu -- who was hired before Seiler.

After all, three members of the same Board of Supervisors that brought us the e-voting fiasco are facing re-election. Honest elections create uncertainty in those depending on them for power. To protect Diebold's interest in getting paid and the county's control over elections, look for the board to cut a deal with Diebold whereby the county abandons the touch-screens and buys Diebold's optical scanners at the same price as the more expensive touch-screens." (I believe this is exactly what happened)

And she has to prove to citizens that she is representing their interest in verifiable and secure elections. I have received 2 letters in the last 6 months from the registrars office urging me and everyone to become a mail in voter and to get it in early! too. And the possibility has also been floated that registrars may just ignore Bowen's orders and continue perpetuating the fraud"

Two shipping tubes sent from the California Secretary of State's office in Sacramento to the San Diego County Election Office arrived without their contents. The tubes left the SOS Office with more than 174 memory chips, or Erasable Programmable Read Only Memory (EPROM), containing firmware for the county's Diebold/Premier central-count optical scan voting machines. UPDATE: Precinct-based op-scan chips confirmed by the SoS to be missing as well! See update info at end of article.

The tubes arrived in San Diego but they were empty. The chips are now considered to be either lost or stolen.

JUNE 2008 ELECTION
Anomolies w/ election results.San Diego had the highest turnout ever in Feb Presidential Primary. In June Primary that had some big ticket items like Mayor, Council and City atty had the lowest turnout ever.

Goldsmith consistently polled at 15%, 16% and at the highest 21% June 2nd, after most votes had been cast (most were mail-in) and then garnered 32% in the election on June 3rd, grabbing ALL undecideds and then some. Same poll was dead on correct about Aguirre’s numbers.

Sanders grabbed all undecideds (highly unusual especially because undecideds are usually unhappy w/ the incumbant)

CURRENT LAWSUIT BY VOTERS IN REGARDS TO FEBRUARY PRIMARY

This article just came out about a major lawsuit filed by SD voters contending election mishandling and potential fraud in Feb primary.

"Election workers at county headquarters accepted unsealed and unsigned boxes of ballots for processing, according to statements from volunteers who observed the February tally. A troubleshooting log indicated dispatchers told poll workers not to worry about missing seals after the county ran out of the red locking tabs."

Are you kidding me? The red seals are the ONLY thing that ensures ANY sort of protection.
So basically SD Registrar did not order enough
1. paper ballots
2. precinct tallying machines
3. Security seals
This is very convenient for someone who wants to rig an election.

In my experience, no one asked to see any identification whatsoever at the polls.

We got rid of the Diebold voting machines but got Diebold Optical Scannerschines but bought Diebold optical scanners which are just as prone to hacking.
